Internationalization strategy of the spanish economy 2017-2027

The action of the government to promote the internationalization is channelled through theInternationalization strategy of the spanish economy 2017-2027, whose overall objective is to maximize the contribution of the external sector growth and job creation, as well as the improvement of productivity.

The internationalization strategy of the spanish economy 2017-2027 includes an analysis of the situation of the spanish economy internationalization that identifies anumber of strengths and weaknesseson the basis of which are set out in the six axes which should focus the efforts of the public sector in support of internationalization. Six axes are detailed below:

  • 1: Axis to support the internationalization increasingly adapted to the needs and profile to companies.
  • Axis 2: Incorporate innovation, technology, brand and digitization of internationalization.
  • 3: Axis Develop human capital for internationalization.
  • Axis 4: Make better use of the business opportunities arising from the common commercial policy and the international financial institutions and international agencies.
  • Axis capture 5: Strengthening and consolidation of foreign investment of high added value.
  • Axis 6: Strengthen coordination and complementarity of action for all relevant actors in the field.

This strategy is being developed through biennial plans, which makes it possible to adapt to changing circumstances. It is currently in forcethird action Plan for the Internationalization of the spanish economy 2021-2022, which was adopted by the council of ministers on 11 may 2021, formed the government's action in support of internationalization. This plan is governed by the principles of coherence and coordination in the performance of the State and complementarity with the private sector, by selecting the greatest impact.

This Plan is updated situation analysis of the external sector, taking into account the emergence of a pandemic COVID-19 and its impact on trade flows, and defines the concrete measures that seek to influence the aims identified and 6 lines of action defined in the internationalization strategy of the spanish economy 2017-2027.

The Plan of action 2021-22 concentrates on the following areas of action:

  • Expand the base of spanish companies that export regularly, to promote greater access of smes to foreign markets.
  • Diversify markets for export and investment, seeking to promote the implementation of our companies in strategic sectors.
  • Building the resilience of the productive fabric and exporter to exacerbate the financial instruments to support the internationalization and actions to be supported with special attention to smes.
  • Strengthening the global value chains in which Spain is integrated with the establishment of a stable framework, rules-based, by diversifying sources of supply, opening new markets and developing cooperative frameworks for access to critical products.
  • Promote digital transformation and sustainable development among internationalised enterprises.

On the other hand, one of the challenges to face is the weak presence of spanish companies in important markets, in particular, the need to diversify geographically exports in markets outside the eu.

To that end, has developed a complementary manner thePASS strategy(Countries with Strategic Sectoral Action), which constitutes a new approach of the strategy of diversification of the markets of destiny of our external sector outside the eu.
